Not long ago drop rate of spectre dust and mushy bones was increased. Now it is 1% for spectre dust and 5% for mushy bones.

I think it's beta 4.12 installed on your phone. Updates arrive with delay sometimes.

Have you installed stable 4.12 or still using beta? Hammer was added in stable version.
