It was designed to be a quest item long ago but was never used. I don't know if it will ever be implemented but I keep mine in storage just in case.

Ok. I summoned the dragon and he killed me almost instantly. I am level 5200k+. I stood to the left of the cave entrance and was engulfed in flames and my fire arrow attack did not take any health from the dragon.
