Try walking to the orc at the fortress then try the human again. Hope it helps

Have you talked to the orc? There's a whole quest line involved with that set. Check around the map, have you done the 20 rare fish quest? It will read nothing valuable until you have those quests finished. After that you can finish it

They would be able to grief and harass you for a long time or until 15 other lower levels(or players 3 levels higher than them) attack them. ;) I hate that. I also hate that you can't see that list and the player can attack you when you don't expect it. There are some higher levels that can kill so...
