It is not guaranteed that you always get a new quest, but if you keep checking back you will. I have gone maybe 3 days without getting a quest before so it happens. Just keep checking.

My personal experience is that I leave outlaws alone and they leave me alone. Same goes for non-outlaws too for that matter. Works fairly well for me at least, and since I'm not into PvP I'm totally fine with that.
