More than likely, I agree with you. But their goal was never a fun and fair PVP. It was bullying or theft that was probably on their minds.

I'd think this is solved for you by now, but if you fail to kill J Rogue after summoning him, you can try again the next day. Same with the other bosses there that get summoned.

I'm even later, but the entrance to the area is on map 4.0.

You can ask to summon J Rogue once per day. If he kills you or your pets kill him, just go back the next day and try again.
