Is fishing closed?

Want to know! one Moderator says that now yesterday start new system of drop items! it now can drop only lv items by lv your character/ is it true? and what else changed?

there is still fishing. but to get an item was too highly possible with latest server downgrade. server is upgraded again with less chances to get items.
