Why Don't Mages Get Mana Fill On Level?

I've even seen in the forum the complaints about someone leveling while in PvP. I assume the mentioned situations in the forum (for any issue) are greatly outweighed by the unmentioned situations that aren't, so we all know it's being done.

Like leaving a map when under attack and you get the notice that you can't, there seem to be other basic activities that could be restricted. I'm sure there would be plenty of suggestions on that.
