If your tower range touches their walls, its spam if not then tower is fine.. the walls tho, are built in a war zone, and rule defines that as spam. I think if you had no walls and only tower, you would have been fine

3) Contested Area: Any area that is outside of an established clan base can be considered a contested area. An area where an active war is taking place can be considered a contested area.

(Note.1) A contested area is a location in enemy boundaries (within enemy clan tower/castle range).

So why do not you show screenshots how to put your unfinished fences endlessly to enemy base?

(Note) If you create a clan and build new buildings beyond your established clan base in a different location on your base map or especially on a different map this is considered a spam clan.

If your clan only places buildings, but does not improve the buildings to green hp, your buildings may be considered spam. If your clan places buildings outside of your clan's established base, and into a contested area or within an enemy's base area, this may be considered spam.

I made no comment about walls. Since you did, I'll point out that small tactical blocks placed while there and removed when you leave HAVE been permitted.
However, a clan tower placed so that the range of it kills those repairing an enemy build IS SPAM, and the picture I took and posted shows just that.
I do not know the details of the WooT spam claims, and have no intention of finding out. I report what I see, not what I've heard.

Tactics such as using low level walls (level 20 or less) to block a path temporarily is tolerable.
If you are going to make temporary blocks, they should be completed and be no higher than level 20.

And no, our tower is not spam just because you think so.In your words, anything can be called spam just because you don’t like it.You can also build a new tower within the radius of our fences but without touching them.
