As long as vovan not duke of all clans, they are allied, and aren't building in other bases then the answer is NO.

I'm also sure this has already been addressed. And the rule on spam clans more defined because of it.

Lol. I know Leone, I'm the one that pushed for the more defined rule. This was to ease the workload of our GM staff. Sometimes I wished people would read forum instead of just complaining.

Ummm... Unless I'm mistaken, GUT is allied to AD, and cannot get to his building without you killing him. That looks less like spam than it does interrupted construction.
