U can join a clan when u are above lv10. However, I suggest no clan at low lv, because there are some high lv killers that would make u mad.

IMO you should be level 100 before you think about joining a clan. But its really up to you.
As joey says, being in a clan can be difficult, as higher level players can kill you. Be careful, and good luck
