Where is a good place to train my lvl 17 archer?? He has pure str. With equipment he has 26 arm and 10 dex. My question really is what monster can I kill with good xp and low dex?

Going pure strength probably wasn't the wisest choice to make at a low level.
Try killing archers or red mages, they're your best bet.
You are definitely going to want 30+ DEX for either.

I know lol. My main problem is trying to find a low dex monster with good xp. Again I'm trying to be a pure. I know without dex its gonna be hard to train. So if anyone knows any monsters with low dex and good xp let me know.

Re-Set your stats, is your best opinion. I know you will lose a level for re-setting them, but you can always just buy that level back. It would resolve any issue you have regarding dex, strength and armour.
