I think that map was added to the MMO in February of this year.
IIRC, the offline was last updated last year... so if that's the case, then the answer is a definite no.
You may wish to hold on to the item for later... just in case.

I thought the NPC on the outlaw map(0,3) is the person in concern ,but nothing occurred in spite there is blue '?'-mark on his top.
I will wait patiently for the offline version to be updated.
