Bug with siege weapon quest , they not spawning. Also a soldier outside martek stronghold says i must be 50 to do things with him, so it may have like skipped me forward on quest.

They don't "just spawn" ... when you see the notice that Martek Stronghold is being attached you can go and fight like crazy to get them or you can go to the Black Knight's Castle on Map 0.-2 and collect them. Actually safer there.

Does that message display in the offline version?

Actually, no. Mechanics like that are only in the online version. The only location to get sieges to spawn in the offline is the black knights castle on map 0.-2.
