Que debo hacer

Check whether you escorted Resa to the king on 1.0.

The king asks you to speak with the city commander who can be found around the gates to Marteks Stronghold.

He will ask you to complete a quest and then escort the three Kings.

I would backtrack to Proncess Resa and follow the sequence above.

The quest 'Bring a dog to the old man':

The old man is at 3.-1. The NPC selling the dogs can be found on the bank map.

What does the quest log say about the gold dragon and crafting lvl 100 items?

Backtrack to the princess resa quest and work from there.

Tools - there is no "skills" in the offline game

Do the different tools changes the speed that we mine or chop?

ie: Normal Pick vs Great Pick vs Mithril Pick
