How about if clan A is not ally clan B you can not place build next to clan B?
How about allowing GM team to monitor and help find real spam?
How about if a clan has fewer then x amount of players they can not build at all?
I just do not see how killing a spam tower every few seconds is a game? It's not. It's being done to an extent it ruined my game play. Which breaks the rules. We need live people actively helping.
In this situation they just place tower over and over with no chance of us to defend. Anyone can see that is not strategy or game.

Is this the point of the game? Who can place unbuilt towers the most? No it is clear abuse of the game to ruin play for others.

The best way to stop spam ...
If unallied you cannot place building within 8 range. Walls within 2-4 range.
This eliminates all spam. Also means you actually have to fight a clan war. You can't just block people in

All Games have rules Maks. It's that simple. Attacking the same build is not a game. Takes few minutes to kill. Two seconds to place. It is ruining the game. If you disagree I understand and respect your opinion. The majority seems to agree this is not fun.

I never said that rules are not needed.
But the rules must be made by the developer and not be changed by GM without his agreement.
Only when this happens in the game can there be a so-called “justice” about which those who contributed to the introduction of complex and incomprehensible rules.Because of which we now have what we have.
In the meantime, we can only wait for this.

Why doesn't everyone waiting for new rules and/or game mechanics err on the side of not spamming rather than spamming? I mean, if someone says they don't know what is allowed why take that approach over the other?

What's the deal when you have wide open area and it says too far away from your other clan buildings. But you have none. ???
