It's the map of the Minotaur maze in new castle dungeon on map -1,-1
To enter you need to do quests in previous lvl of the dungeon and be at least 400 lvl
Stairs in the center leads to next lvl of the dungeon and lvl required is 600
I do not know what is the purpose of the teleport nor it's destination.
To do all quests here you need
Spoiler: Show soul plate, soul shield, amulet of gold and heat ring. After bringing soul plate and shield to a dwarf on the right (?) You will be able to pick the bracelet lvl 500 from the top-left corner of the maze.
