Farmer on Map 4.1

I'm helping a friend on this one...
My friend is almost level 900, yet there is no talk bubble above the farmer. When I first reached the farmer, there was a bubble (I was about level 600). Does anyone remember if there are any required quests to complete before farmer talks?
