Supply clerk's clothes got stolen so he will stay where he should be (spent 10minutes trying to reach him; i got to his place, he spawned outside; i wen there and he despawned on the way, spawned in where he should be. turning back, he despawned on the way and spawned outside again). he spawned at the right side of the map. foreman did the same (it was more dangerous because of worms; when i got to where he is supposed to be he spawned somewhere between top right-middle right)

Not many NPCs are in a fixed location. Offhand the only ones I can think of that are for the HGM quest line are the miners (maybe the blacksmith) but the rest are always going to be approximate.
