Health/Mana regeneration while attacked

If I'm standing still but am simultaneously being attacked by an enemy, however I'm not fighting back, just standing still, does my health and mana regenerate at the same speed as it would if I was standing still without being attacked? (Ignore the fact if the enemy deals damage to me it hurts my health)

You don't regenerate health while being attacked, but your mana will regenerate.

Related to this, the regeneration ring that you get early on used to give you 10% faster health regeneration but now just says 'faster regeneration'.

Do you get the same % boost with this ring as you do with others at higher levels?
