Question about crafting XP

Greetings everyone,
The formula for crafting xp is: XP = 1000 - 10 x craft chance
Crafting level 30 fancy legs at 4th level crafting, I have a 22% chance to craft, so I should be getting 780 xp per fail.
But I'm only actually receiving 660 xp per fail?
So to reach the next crafting level, I have to craft 243 fancy legs ( failing on all ) vs only 206, if I was receiving the full 780 xp per set of legs.
