Chat not working

I made a new character 2 days ago was not able to see chat, talked to a gm kollex he said to type /filter global
It worked, now i have had a dozen people tell me same thing by mail, so i told what kollex told me, , it works they now can see,,, this shouldn't be happening ,,, can someone please check into this and fix, ,, I'll help people with this problem when hey ask but they should already be able to see chat without having to to type that in first ...
