Houses of Houses - Not all rebels giving quest marker

I've run through this quest a few times already (Up the Central House, largely) So this was a new one for me.
(Played through on LeChuck)

Basically, the NPC in - 1,-2 and 0,-2 all shown a quest marker and accept the required items (Mithril Club, Sword of Fragarach) . However, neither the NPC in -1,-3 or 2,-1 show quest markers. I have the items for both (Swamp Bow, Diamond Staff) . Is there any reason, as to why this is occurring?

It looks like they were having the same issue in this thread and resolved it by going to the mage tower.

Maybe have a look to see if that's the same issue and solution?
