Speed bug!

Please fix speed bug!!its already in game for 4 months!!!when i throw slow spell enemy running too fast instead of slowing!!its not called running too mostly its teleporting!can its fixed please??!!today i had tigre low yellow and coz of this bug he managed to escape im super mad!!!

The best bug for failed mage pvp, sure i like fix fast.
