The date of that picture is April 17th, 2018.
So I'd say, probably not.
But it is indeed setup to be ran as a command, the image name is a hint for the current staff, if those commands still work.

I'm not sure if it helps in your problem area, but: I was having somilar issues with an alt with Ascanius. I found if you zoom way in, then you can often get close enough to talk to the NPC.

Yes another known GRRRRR!

Two NPC's that should have "fixed" positions maybe?

I'm sure that there are others too.

A little off topic here but I am very glad to see LostKnight, Vasinta, and Madmikael back here on the forums.
