I have problem with that quest i can't start the city commander don't have mark above head. Please help me

Have you completed two other quests for the commander? (Destroy siege weapons and black knight attack on Martek's)

I know if you have 2 pets you can't have the kings follow you (same as other types of quests), but do you have 2 pets while trying to talk to the npc? I think you should be able to get the quest still even if you did.

And you're trying to talk with the npc that is usually below the gates of Martek's on map 2, -1?

Nope i don't use pets.yes i try talk with that commander

Good to back track as well to above quests and even escort Princess Resa, to be thorough.

Check the quest manual, and ensure that you've completed any antecedent quests! It may be that, in order to begin the Three Kings quest, you have to have completed another.
