1st offence:
Put them in a maze of 100 bridges that break when you walk over them.
Find your way out. Bridges rebuild themselves every 10 minutes.

And it's not jail. Give them monsters to fight, 0 xp monsters ... but tough to kill lvl related monsters.
The Bridge Maze has it's own spawn spot ... die you spawn in the maze.
Hope their pets survive the trip.

2nd offence: Put them in a maze of 200 bridges
3rd offence: Put them in a maze of 500 bridges
4th offence: JAIL

i have been receiving reports that players BLOCK k the bridge every Sunday morning. those reports were accurate. and i believe the bridge blocking is intentional to greif players. so i decided to get up early this morning...

Oh! Can you come to Argentina? We have mobs blocking the bridges into/out of BsAs all the time.

Now if the hedge maze had a slow spell in place on the whole map, and/or didn't allow for speed boosts (boots, skills, or potions) that'd be an easy way to make sure it takes longer.

I can't say I've been sent there before, but if it's a maze and one needs a longer time to solve the maze it would be more of a punishment.
