It is not guaranteed that you always get a new quest, but if you keep checking back you will. I have gone maybe 3 days without getting a quest before so it happens. Just keep checking.
My problem is that I tend to forget checking back...

Back to the daily quest get a sword from guy. According to his explanation still active you will get a DQ daily quest in your quest book. Day one nothing new in my quest book. Visited guy to see if that activated it but no. Will try again tomorrow at the same time. I suspect though this feature is no longer active but if so his message needs to be rewrtten or remove him completely as the kulgan tutorial makes him obsolete.
