I can't regen when I'm offline. I can't do anything without mana. When I go AFK I'm a target. What am I supposed to do other than stand around looking at the screen?
I can't even switch to the forums or browse or do anything else while I wait to regen.

train at a place with no one around or only with your trusty friends

The problem with mana regen while logged out is that a mage in PvP would gain a terrible advantage (even more so than he already has) ... you can always use a few points in dex and str to keep killing while you wait for mana to recharge (I'm not suggesting this is the strongest build for a mage, but may be the best for you if it makes the game more fun
