Do you mean that small island? Something bigger maybe :)))) And there can be a special side quest that only an outlaw can do it xD... and maybe a place to lvl up there with low lvl mobs.

I suggested some raids on the outlaw town once. I recall the general response was something along the lines of not wanting to reward outlaws. I tend to agree.

Perhaps take away guard hp so they can't be killed, and if a guard picks up on a target they can call for reinforcements. Reinforcements inside a walled town could act like mobs and follow a target. Maybe have some archers pop up as well.
Old soldiers never die, they just fade away.
