I can't talk to this man (see picture) so I can start hobbs gold mine . Despite I finished 10 miner's quest. What is the solution and ty.

I think you told me in game that you're watching a YouTube video to help with this quest. I assume it's accurate, but this walkthrough may also be of help if you missed a step.

If you don't have a quest to talk to that particular guy, then he's not the guy. What is the quest log you are trying to complete?

I helped JINXX in the game. He needed to talk to the NPC who spawns inside the entrance to Hobbs Mine who gives the quest to "Find the mine supervisor." He's got it working now.
