My solution:
1. Increase the number significantly to make sure it doesn't run out as quickly. Perhaps to 30 or 40.
2. Each player will be required to judge for themselves how many mobs they really need if they spawn too many than this is fine, as long as other players aren't losing out because of it.
Other players may come to the person spawning to many and inform him to spawn less. If a player does not comply he may be reported after which the GM team can decide whether this player has intentionally been reducing the gameplay experience of others by leaving them no mobs, or if he is spawning justba few too many and it's all fine.
This is ONLY applys if players are actively receiving less monsters due to another player!
(For example if a person can kill 10 mobs and spawns 20, that would be punished.
If a person can kill 15 in and spawn's 18, he would not be punished.)
OR
Simply add more maps with the same monsters. Though this for obvious reasons isn't a solution. It just kicks the can down the road and requires a massive increase in maps.

Again, if only the number of spawn allowed on map increases, that only benefits the highest level on map. They fastest killer will keep all spawn.
The only solution (besides doing nothing) that would work is limit spawn per player, and change limit per map. If needed, can still do only (x) amount per hour then move spawn. This would still satisfy the 'afk' in one sole area by limiting spawn on that spot.
This may require new maps to be added. Or perhaps, make level zones(maps) that only can be accessed by certain levels. This would separate higher and lower players and ease the issues.

I know that people reporting players for spawning too much and having GMs punish players for spawn rate is extremely unlikely to happen.
Old soldiers never die, they just fade away.
