There are 4 quests before you can enter. Kill tarantula, kill mages, kill spirits, and kill whatever they are called "war" something. After you secure the alliance you can use the mining and portals there and quartermaster daily quests and use the forge.

As far as NPC's there is one in the southwest corner in the enclosure. You have to do them in order. Find the Gullander npc !!
