The NPC will always appear, but you must trigger it, just like spawn. There are certain spots that you cross to trigger spawn of monsters. It is the same for NPCs. Walk around more, and you should see him.

I spent the better part of an hour walking around the whole town nothing spawned to move the quest forward

Took about 5 seconds to get him to spawn. This is the guy you are looking for. Are you level 360+? You need at least that level to complete this quest.

Ok nowhere oes it give a lvl requirement im only 158. Maybe quest need to be a little clearer to prevent players wasting there time and yours...

OH MY! The only thing I have on my plate at the moment:

"Bring the black pearl to the pirate in the tavern."

FT RPG version and I'm at level 10. I guess I've got a ways to go yet. {sigh}
