I like these ideas and how you're trying to encourage forum use as well. I believe we should have the following:

1 a npc is permanently at the spawn map. You click on him to read the rules. He can even have a sign next to him with Rules written on it so there is no missing him

2 as soon as this npc is implemented, all players get a message: 'you must visit the rules npc to progress any further'. Levelling up is not possible until you have clicked on him.

3 the reward for reading the rules is a small amount of XP. This is a one-off reward although you can read the rules as many times as you like. Great for new players as they need all the xp they can get and great for established players as they can carry on lvlling

4 at lvl 25 (?): as a reward for getting to this lvl, players are directed to the forum and complete the rules based quiz as suggested earlier. Reward? A skin as suggested earlier. Acceptance of this skin is optional not mandatory. This means that a current lvl25+ player can complete this activity but their reward will be a skin from the small selection available, not a special skin purchasable for real money.

Of course I like these ideas.
The idea of implementing a rule based quest would be great. Even if, it were just for a few major tips to keep out of trouble.
This idea has been incarnated elsewhere, and recently; I believe you were in on those discussions as well.
The sad fact: anything quest related will require direct intervention and approval from the programmer.
What I am actually striving for, is something the GM team can do within their powers. Of course, this will mean a little extra work for the team, but, I don't think most of us would mind. If done properly, it will reduce future punishments, and make players happy. A win-win if you ask me.

Just keep in mind - all game mechanics, which require programming, are entirely and solely up to compbatant.
Any changes here, we go through the exact same channels as any player would; we submit our ideas and hopefully wait for approval.

Ideas 1 and 2 are not possible in this way. Idea 3 could be, in the idea of rewarding for reading the rules with xp.
Idea 4: the increment(s) of skins are up to debate. So are the available skins.

It was a discussion I was part of before...That's true. Good spot:)

Anything to encourage players to stay is great and a winner I reckon.

How about making the only way you can change yr skin is by pm or open message to a GM on the forum? This covers many bases and frees up GMS to deal with proper requests ingame.

Oh yes.
A long time ago, before special skins.
(well, technically, after the 1st implementation of special skins was removed, due to code changes)
And before purchased skins.
Players were encouraged to get on the forum, just to request a skin.
I'm actually trying to revive the idea, to get more players on the forum.
While they're here, they can read the rules. This will hopefully be a condition if the idea is re-implemented.
If you're curious about the old procedure, check this out.
Note that the forum used to have a very different background; so some of the blue text may be difficult to read.
I like the idea of reviving that feature it gives players something to look forward to as well as more forum traffic so more players can express their likes and dislikes which could help with game development.

May I have a special skin i would love to have a minos skin. I spend money on the game it's just I don't have enough to reach 1.5k and there is not enough quests to help me reach that lvl.
So if it's within ur power as GM, May I please have this special skin? PLEASE? ;)
