Why do npc's sometimes spawn where I cannot get to them?

What can I do to get them to spawn in another spot?

This has happened with Ascanius, the amazon at the bar, and now with the npc in the pic.

Its just something you gotta work around, leave the area for a bit and let the npc despawn, then get it to respawn again, hopefully in a place where you can talk to it.

I believe it should only take a minute or 2, doesn't take too long for an npc to despawn if no players are near it.
