You get XP that amounts to a full level. For lower levels, follow the calculation for the amount of XP you will get. If you start with 0, you'll have 0 at the next level. It's the same for levels experiencing level reductions. At lower levels, if you start with 1000 XP, you'll have 1000 XP towards the next level, BUT there is more XP needed to get to the higher level.
For players high enough to experience XP reduction, you get XP at your lower level rate. So, enough XP to get to the next level, then a slightly reduced amount applied to the next level. The reason is that the number of XP needed for a new level doesn't change. The reduction matches the increase that you would have if the number COULD grow.
All of that to say, it's working as it should.

In map 3.3 in fairy forest magus is not showing up. I trued all possible positions. I thing there is a spawn bug.

Time of bug: Same as the post
Where: Amazon slave girl mission
What: I talked to the bartender, then talked to the girl, but I can't talk to the bartender now. I just ask for a bear and he gives it, over and over.
Why: Because I can't complete the mission.
Other comments: The mission bubble on the map appears in another colour but the quest itself doesn't appear on my quest list.
Edit: Thank you for your help, I was able to complete it.

Perhaps if you don't have enough gold he won't talk, I believe you need 20k gold to free the slave Amazon.

I did the quest for the warhammer for the ogre fisherman I've returned the princess and the warhammer never popped up when I finished the quest it never gave me the hammer

That's because you get the warhammer from the npc at Kedington.
