The ultimate arbiter of which submitted new skins get included in the game is Compbatant, the game creator.

This is not a quick process, Compbatant has other things to do in real life apart from FT, just like the rest of us!

Not all submitted skins will be included in the game.

This did not help. I just want an ogre skin that is a red. With orange hair with a gold club size 256:256. When can i buy it?

You cannot.
If it is not in the game, it is not available.
The only way to get it implemented is through compbatant. He decides what skins are added.

While a color matrix may be able to create that color scheme, the size of a skin is not in the colors. It is a separate stat in the monster animation file.
This is correct.
However, the player approached me in game, saying he wanted a larger skin, like the Big Red Cyclop, but in the ogre/halfling style.
I suggested he use the color matrix to submit the skin, with the note of wanting the size addition.
compbatant is the only one who approves skins; and the size stat is a relative easy addition; he'll need to add the stat line anyway, so as he does it, the size addition is simple.
I believe the size of 256 is correct, but I may be mistaken. Been a while since I checked.

I tried to get the file to open to make new skin but it won't open and I don't know why. :(

Please list us more details, such as if it is the editor or the image the not opening file

Sorry, it was the http://dmgamestudio.com/files/units.zip that wouldn't open

You have to extract the files from the zipped folder they download as. Once extracted, the monsters are in the assets/textures/units folder.
