), that is an issue for the game creator to decide. GMs only enforce the rules according to how they can. They do not program things into the game.

Yes, there have been times in the distant past when I opened my pack and looked down into it only to find a skull looking at me...

The period of time is subjective. I will usually wait 20-60 seconds, with a number of messages in between. I will give a couple "Hello"s and a "respond or go to jail" message. Then I will send a private message. Then I will send the account to jail (if the account is doing something - if only sitting without gaining anything, I will simply boot from the game).
The new game, OV, keeps the chat window open regardless of what the person is doing (setting stats, checking inventory, etc). It would be nice to have something similar in FT.

Actually, I didn't ignore the question. I simply allowed a real GM to answer it directly.
