And there is the rub. Inactive clans have players from other clans that create alts and put them in that clan for the sole purpose of getging an email if that base is seiged. The original owners may be long gone and never coming back. That means that other players from other clans have more than one base taking up wasted space on a clan map. One clan should be able to own ONE clan only. This is very unfair to newer players.
Seiging a clan base isn't the issue. That is not the solution to this problem
That doesn't help newer players that want to build. Remember this is aimed at clan bases that are inactive and to stop clans from making more than one clan which is very unfair to new players new to FT. One clan isn't supposed to be able to build on multiple maps taking up valuable space

I haven't been in a clan for some time now, and I really don't know what to add to this suggestion. I've read everyone's post and I can both disagree and agree of most of yours opinions.
BUT
I'm allways glad when something new happen with FT and updates really make FT more alive both in game and the community on the forum.
I've allways liked simulation games and buildings as in real life , real materials as wood and and stones are getting old and some became fragile , buildings need maintains, so I would say
WHY NOT 
. It would give the game more realistic feeling IMO.

action against dead clans whos buildings are not used i can understand.
but usage can be just checking out an item or storing an item or crafting. it doesnt need to be building.
also theres different times. a large bit if my playtime is during times when only very few are on. theres no pvp going on because theres just a few builders and grinders on. and i see those building on every clan map.
some clans are small on purpose, because they only want real friends in it. tgey often talk and help with real life things.
here you can have people who only build, others who only pvp.
daily required upkeep of each building would be impossible and lead to not being able to do what they like.
i support a regular use requirement of a base. but that can be just taking out an item or crafting something in base. doesnt have to be building.

I had a lvl +100account of clash of clans. I left because it was almost impossible to keep my recourses without play long hours . I did left clash Royale many times, I am still playing it now because it doesn't force me to play.
I did play "Lord &knights " I have been on the top of Spanish servers. I left because I couldn't handle it was too much time. I did test others of this kind, crazy tribes, celtci tribes.... They were the same
And some others that I don't remember or prefer don't do. Also I did left online games and had a time playing only offline ones. When I found forgotten offline I did choice to play on the MMORPG for reach the top. I am currently 2500 lvl so I didn't bad. Just hope Forgotten Tales doesn't force me to play because I will leave if it does. I haven't always free time. This week I have time dor nothing. I did log forgotten for low periods of time and my friends of ft already asked me why I wasn't active like always. And I have my times. ..
