It's an interesting idea.

One unintended consequence would be the effect this has on some of the early quests as it would mean they couldn't be completed.

I'm not saying I disagree with the idea. It's just that the quests would need to be modified.

Had a new idea today. Petrified arrows. Made from the unused petrified logs. A hit has a 50% chance to "petrify" an opponent or monster. He is turned to stone, so no movement, attack, or spells for 1 second! Unfreeze potion could still undo if it is deemed too strong. But 50% chance and 1 second limit should prevent that.

Powerful and hard to get item, so it makes a powerful arrow!
