See that's the problem. A GM has rules to follow as well only difference is a GM is heavily monitored so any rules broken by a GM is very punishable.
A GM can not have an account in a public clan, it's prohibited for a GM to get involved in PvP.
The list goes on, a GM has more power and rights than normal players but they also have more rules to follow and responsibilities.

Imo the GM team needs to have a very trusted assortment of everyday players that they are certain will not lie about someone for any reason. Some players that can provide some kind of proof of a player cheating or abusing any game bugs hacks or malfunctions that is not modified for FT average player use. If proof can't be shown then a GM just look into the log files to check for anything suspicious leading to any type of abuse if a report has been made by one of these trusted players. Normal file checking should still be done if abuse can not be proven. If still nothing appears as abuse then the account accused should receive a pm from the GM staff team that the account will be monitored due to a report of abuse. Imo this would help stop auto clicking in PvP especially and also any bugs being abused would possably come to a complete stop.

Such a group already exist. They are called "Watchmen", and not all of them broadcast their "job" to the rest of FT. They have no special powers in game, but they report violations directly to GMs regularly.
Rule breakers beware. That player you don't know (and some you do) just MIGHT be one of them, and I'm personally glad they're there. Watching.

How can I apply? Lol I can get some proof but it'll be videos screenshots chats etc will have to send through email or Facebook.
