He should be behind the Frost-Cave.

If he exists I never found him. But when I went back to the quest beginning at Kedington I was able to continue without finding him.

Do you mean the leprechaun which is one of the boss quests in the J Rogue questline?
A stipulation is that you are between levels 150 and 249, and need to be in a group of players in that level range.
You also need to have spoken with Kulgan's guard to open the quest.

If you need to find a teleport for a team fight against a leprechaun, then the teleport is located in the ice cave with gremlins at approximately coordinates 75.150 (teleport 150-249lvl)
