I don't think that there is a way. I just found it amusing to see my name in this comment thread. That Ryaca's ghost quest brings back memories.

I looked through all of the quest files when I did that quest list update. That was awhile ago, but the only npcs that created weapons or upgraded them that I can recall have already been brought up here already. There are a few others that upgrade some armor which obviously doesn't help for 2k weapons.
I know that there are worms outside of the HGM platinum/ruby/emerald area that may drop 2k items.
I know that the 2k "daily altar" quest may give 2k items.
I know that mercenary and daily mage quests may give 2k items.
I do NOT know if any of those include weapons or if there is a chance at +1 or +2 from them.

There are a few people in that store so definitely check with all of them. You are over 1k and probably beat all of the quests on Kraken Island (you are greeted as a hero entering Silverwood and Martek's) so it should be an option.

350 level plate and robes, +0, +1, and +2, can be crafted under the King's Garden as well. It takes 350m gold, a 250+0 plate or robes, and 3 spider webs to craft +0. Another 350m gold and 3 spider webs get you +1, and another 350m gold and 3 spider webs get you +2.
For +1 and +2, you are using the item previously created.
