Ok so I just went through the process and it works great and super easy.
Find the location you would like your house to be and upload a picture. If it gets approved all you have to do is buy the item labeled private house from the shop. Then notify that you have the item. Then once it is all done you log on and the item will be out of your backpack and you have your house.

If you have someone else buy the item and give it too you make sure you tell them who bought it.

It is super easy and very convenient

You can purchase a house item the same way you would purchase a pet item or anything else from the store. When that item is in your backpack you could give or sell it to anyone like any other item.

(You can drop the item too, so be careful of that!)
