I saw a RED (?) above the beekeeper id the message was "You need to be level 3"

Ah, that makes more sense! After turning in the wasp stings, the next quest with the beekeeper, where he gives you a book to deliver to Ashdown, is min level 3. I thought you were referring to the quest with Kulgan's Guard from the text. If you just did wolves, book, stings, you're still level 2, so you'd see that with the beekeeper.

No that is incorrect as well.
As soon as you give the beekeeper the book from the forester, he is suppose to ask you to get 10 wasp stings. Then, maybe at level 3 he asks about the honey pots.
There is another, red shirt, that asks you to take a letter to a brother in Ashdown.

Yes, but no info about 7005 quest.
Between 7004 and 7006, quest 7005 is from some almost dead man(found him).

I wasn't super educated on how quest coding and such worked when I did the list. The "quest xxxx on completion" stuff is really just what justj99 mentioned. Many quests you finish and talk to the NPC and that finishing talk is a prerequisite for something later.
