RPG, some quest starters not talking

Where: Ascanius after having done the library quest, the dog trainer at all, the old man at all and the captain at Marteks stronghold after having save the city from the black knights + ballista's. So no three kings quest
What: Cannot talk to any of them. When not meeting the lever requirements I could talk to them and they would say to come back when lvl "x", but now they don't interact at all.
Version: 4.12.2
OS: Android 5.1
Some hinches as what might be the cause.
1: I used 1 parameters reset
2: Last quest at captain I killed only the black knights, no ballista's spawned and I could redeem my reward and close quest
3: Android 5.1?
All other higher level quests are working a intended, cartographer, houses quest etc. It's just these 4 NPC's that are not interacting at all.
