Time of bug: monday the 14th (yesterday) around 8-12 GT
Where: clan map at bottom right corner
What: I crafted two ballistas and still was able to walk at nornal speed and to effectively use speed skill to walk faster.
Other comments: the ballista's slow walking effect started to be effective after a relog: there might be a problem in the routine that should activate it right after ballista's crafting.

i noticed a similar problem a few weeks ago. i crafted 2 both were slow then the next moment one disappeared the last was fast i logged out and in and it returned to normal :-/
