I got a probelm, i got an account with skills lvl 6 + axe speed 2. And and other account with normal axe and skill level 5 and they cut the wood as fast, i gat the same probelm with my archer whitch has stone skill lvl 8 and pick speed 2 and its as fast as my alt with skill lvl 6 and normal pick.
it's only by seconds to milliseconds I've heard 
for each lvl plus the bonus item too, not too much difference no, but 2 lvl difference you will see for sure. 
It's what I have experienced anyhow...
