I found a symbol underneath silverwood city. Anyone know what this is for?

I've looked everywhere in the quest manual and can't find symbol quest. Who do I have to talk to to activate this quest?

The whole questchain starts when you talk to Ascanius and deliver his red&blue bracelet to him. Thank you. That quest log isn't very helpful at all and it is very confusing. Not very explanatory.

Look at file : 240 , quest ID 91, in the quest manual. It is for Sebastius under the library.
