Is there a way to retake a quest once an item was accidentally dropped? Specifically the quest involving taking the letter to the grave digger.

One easy way to solve this is create a new character, do the quest again and then transfer the quest item to your main character.

Though that will just clutter the system with wasted character information. The best solution is to talk with a GM who will help you get back on track. What is your in game name? Where do you usually hang out (which map)? Which quest, and which item are you missing?
